Hartman City Council Discusses Debt Owed By Spadra Water Association

The Hartman City Council met on Monday, June 10, and discussed the ongoing financial situation with the Spadra-Goose Camp Water Association, including the possibility of pursuing legal action to collect repayment on debts owed.

 

At the time of meeting, Spadra’s balance owed to the Hartman water department totaled over $30,000, according to Hartman Mayor Jackie Weathers.

 

Aldermen discussed the months-long issue, voicing frustrations with the arrangement with Spadra.

 

Alderman Larry Roberts stated he wanted legally binding repayment agreement with the Association, and Alderman Earnest Tillery suggested implementing a late charge of 10 percent on future late balances incurred by the Association, as that was the current policy for Hartman residents.

 

Concerns over an upcoming water rate study were also brought up as the study may raise the utility prices, making it even more difficult for the Association to stay on top of its growing balance.

 

In November, the Council, with the assistance of a lawyer, drafted and sent a letter to the Association requesting repayment of the balance over the course of two years. The proposed plan asked the Spadra-Goose Camp Water Association to pay an extra $1,000 in addition to its current monthly bill to pay down its balance, which was approximately $24,000 at the time.

 

At the current rate of repayment, Spadra will not be able to repay its overdue balance in the remaining 16 months of the requested 24-month repayment period.

 

Weathers stated since a meeting to discuss the situation was never held as requested in the November letter, he doubted terms given in the letter had been binding or would affect how the Council can proceed.
